PPWR Packaging for Track Lighting: EU Importer Checklist

Since 12 August 2026, Regulation (EU) 2025/40 on packaging and packaging waste (PPWR) applies across all 27 EU Member States. It covers the packaging that travels with your LED track lights, lighting track rails and accessory shipments — sales cartons, master cartons, polybags, foam, tape and pallet wrap. As the importer or brand owner placing packaged goods on the EU market, you carry the compliance responsibility, and you should start collecting packaging component data from your lighting supplier now. This checklist tells you what to request and why it matters for track lighting purchases.

What PPWR changes for lighting importers

PPWR replaces the 1994 EU Packaging Directive (94/62/EC) and applies directly in every Member State — no national transposition is needed. The most relevant points for commercial lighting buyers:

• Responsibility follows the packaging, not the factory. The economic operator who places packaged goods on the EU market is responsible for compliance. For direct imports from China that operator is normally you or your importer. Customs may check the paperwork at the border, and a declaration into free circulation is effectively the deadline for having it ready (Customs Support).
• A declaration and technical file are required. Packaging accompanying your goods falls under the EU declaration-of-conformity and documentation duties (Article 39, Annex VIII of Regulation (EU) 2025/40). Supporting test data and documentation must typically be kept for 5 years (single-use packaging) or 10 years (reusable packaging).
• Design for recycling starts now, grades arrive in 2030. Packaging must be designed for recycling under the existing essential requirements (EN 13430:2004) from 12 August 2026. Detailed recyclability criteria are due by 1 January 2028, with A/B/C performance grades becoming binding on 1 January 2030 and lower grades phased out (knoell on the Commission draft guidance).
• Plastic recycled content becomes mandatory in 2030. Plastic packaging (for example LDPE polybags and some inserts) must contain minimum recycled material from 1 January 2030, with higher targets in 2040.
• Excess packaging is on the way out. Grouped, transport and e-commerce packaging may not exceed a 50% empty-space ratio (calculation method due from the Commission by February 2028). From 2030, “marketing reasons” will no longer justify over-packaging (Grau Rechtsanwälte).
• Reuse targets for transport packaging phase in from 2030 with sector-specific exemptions.
• EPR registration stays national. Producer-responsibility registration and fees remain a Member-State-by-Member-State exercise, so your existing registrations continue to matter.

Where packaging appears on a track-light shipment

Track lighting is usually shipped in three packaging layers, each with its own data trail:

What to request from your track-light and track-rail supplier

Use this checklist when you qualify a supplier or place a repeat order — most of it mirrors the packaging tables your own compliance team is already being asked to complete:

1. Packaging bill of materials per SKU — every component (carton, polybag, foam, tape, ink, label) with weight in grams.
2. Material codes using the standard EU packaging coding (e.g. PAP20 corrugated, LDPE polybag, PP tape).
3. Single- and master-carton drawings with inner dimensions and unit arrangement.
4. SVHC statement against the REACH candidate list (Regulation (EC) 1907/2006) — confirm no substance above 0.1% w/w, or declare it.
5. Heavy-metals declaration for packaging materials against the EU packaging concentration limits (lead, cadmium, mercury, hexavalent chromium).
6. Printing-ink and adhesive statements — inks and coatings are packaging components too.
7. Recycled-content data for plastic components (needed for your 2030 planning).
8. Empty-space and over-packaging review — challenge double boxes, oversized foam and decorative layers now, not in 2030.
9. Documentation support — ask whether the supplier maintains the component test files behind a declaration and can refresh them (5-year/10-year retention duties).
10. Change notification — confirm the supplier will flag packaging material or weight changes, since any change affects your records.

Frequently asked questions

Does PPWR apply to lighting products or only to food packaging?

PPWR covers packaging of all kinds placed on the EU market, including sales and transport packaging for luminaires and rails. Food-contact packaging adds specific PFAS substance limits from 12 August 2026. The electrical safety, EMC, RoHS and ErP requirements for the luminaire itself are separate obligations.

I import track lights under my own brand. Who is responsible for packaging compliance?

As the economic operator placing the packaged goods on the EU market, you — or your importer — carry the responsibility, including the declaration and documentation duties. Your factory in China is your first data source: component data and declarations must be requested and contractually locked in.

Which documents should I ask my lighting supplier for first?

Start with a per-SKU packaging BOM (weights + material codes), single/master carton drawings, SVHC and heavy-metals statements, printing-ink statements and confirmation that the technical file can be refreshed. Then compare the packaging sample against your own PPWR record template.

Do cardboard cartons need recycled plastic content?

The mandatory recycled-content targets apply to plastic packaging. Paper-based cartons face the recyclability, minimisation and empty-space rules instead. However, plastic parts of your shipment — polybags, film, foam, tape — are the components to watch for the 2030 recycled-content deadlines.

Will packaging compliance change cost or lead time?

For standard export packaging the immediate workload is documentation and data, not redesign. When packaging must be changed for 2028–2030 requirements, treat it as a specification change: agree drawings, samples and documentation with your supplier before mass production.
